It's like you're spending this much energy complaining about what the game isn't instead of critiquing the game for what it is. SMT was never supposed to be Persona. Persona had its elements derived from the fact it needed to stand out from SMT. SMT is where you go for grimdark narratives, multi-faceted progression and the deep gameplay experience. Persona is where you go for the slice of life stuff, the social elements, the engaging narrative and themes and the emphasis on characters.
SMT isn't like Persona, nor should it EVER be like Persona. Every time they tried to bring it closer tonally to Persona, it fell flat (see Devil Survivor 2).

You shouldn't expect a Persona story experience from a mainline SMT game, because that goes against what the SMT series is about.
SMT games are about being lonely and trying to understand the deeper, more complex/confusing meanings to life and morality that shapes the world, while Persona games are about building meaningful relationships and learning to be true to yourself.
Still, the criticisms about this game are valid. However, the style and social building aspects of Persona contradict the desolate tone that a mainline SMT game is trying to build.
It is true though that SMT games can be convoluted and fall flat towards the end given the subject matter. A lack of endearing and well-developed characters will definitely hurt the game too, but I wouldn't let that discourage you if you're a Persona fan, because the difficulty, tone, and more mature morality help makeup for what SMT lacks in comparison to Persona.
