Painted Items are randomly awarded you to after finishing a game and will only appear online. The game type you play or the fact that it's ranked or unranked does not matter, but this can't be done in exhibition mode.

For some people it could take a while before they get a painted item as a reward. It is possible to get a Painted item through trading five other lower tier items, however there is no guarantee. You can trade items via the main menu by going to your garage, selecting "manage inventory", selecting five items, then pressing accept.
