Select 'Multiplayer', your best bet here is to select quick match and hope someone is waiting around in their city. When you get into someones city go to your pause menu again and on page 2 of that menu should be 'Trade Officer' with the same picture as the achievement, select this and choose to trade with one of the people online. You have to hope they select yes and then just put up any officer you want. Confirm with yes when they put up theres and the achievement is all yours.
Note:
A big pointer here is if you save before going online after the trade you can turn off your console and then restart the game and you still have the officer you traded if your only doing this for the achievement and don't want a diverse range of officers.
