After cleaning up a district, you will unlock a special Pixar family build in that area, which you'll be placed in front of it after clearing the district. Complete the build to unlock an Easter egg from a previous Pixar movie. You will also unlock a character from that movie as a playable character. That character will have the special ability that you need to unlock a red brick in that build. Once you do the last Pixar family build, you will have all 12 red bricks.
