暂停游戏，造一个 Power Plant 一个 Nuclear Power Plant，随便选几条公路延伸建造方便之后造建筑。
接着建造：
32 个 Office；
3 个 Cathedral
4 个 Military Fort
7 个 Cigar Factory
30 个 Apartment
1 个 Space Program
1 个 Nuclear Program
80 个以上 Large Garden
然后快进，等着收奖杯就行了。
